Jev classifier + Citation Harness

Jev-gating memory is self-improving memory for Strands agents, backed by MongoDB Atlas. A type-safe classifier called Jev decides what is worth remembering, retires findings that new evidence contradicts, and logs every decision so the harness can retune its own policy over time. (I used a custom Jev-inspired classifier from fine-turned qwen.) Two agents share that record: a clerk files living evidence reviews, and a reviewer flags citations that the record has already retired. It is a citations and evidence reviewer, not a medical-advice bot.
